Almost 120 horses have been seized by local county councils since 2015.
33 seizures were by Cavan County Council, with the remaining 86 in Monaghan.
Since the beginning of 2019, eight horses have been seized in the region.
Six in Monaghan and two in Cavan.
Agriculture Minister Michael Creed says the Control of Horses Act was introduced to address animals being kept in dangerous or unacceptable conditions.
He added that the number of horses being seized nationally is on the decline, due to animal welfare initiatives and greater enforcement of equine law.
