Insurance companies have been accused of taking advantage of people by a local TD.
Sinn Féin's insurance bill which would outlaw the practice of offering new customers better rates than those who always renew.
It received strong support during a debate on its proposals in the Dáil today.
However, there are concerns about the impact the bill could have on attracting companies to Ireland.
The Minister for Finance says the government is not opposing it but it has issues with its implications.
Minister Paschal Donohoe, says it could cut back on services.
Local TD Pauline Tully said quotes given to new customers for car insurance could be up to €1,000 lower than those given to customers renewing.
