Independent Cllr. Shane P O'Reilly believes that people are still annoyed about how the fuel protests last weekend were handled.
The Co. Cavan man said that there was problems with communication, and that when there is silence from government, issues will escalate.
Speaking on the Joe Finnegan Show this morning, he said that what happened at the protests was a "culmination of frustration".
According to Cllr. O'Reilly, the Irish people "should never be taken for idiots", or for granted.
He said that the government's support package should be welcomed, but that it didn't go far enough.
Cllr. O'Reilly said: "What happened over the last few days was a culmination of frustration. Some parts of it I agreed with, some parts of it I didn't- I will be the first to say that.
"When we talk about the package, and I want to make this very clear- it is very easy for me to come on here today, Joe, and to down the government- the package is to be welcomed. Anything that is going to alleviate pressure, is to be welcomed. But it didn't go far enough," he added.
