The deposit return scheme has been a "disaster" for small retailers.
That's according to Eamonn McCaughey, from Matthew's shop in Clones.
He said that the scheme has good intentions, and that there is less litter in the area.
However, he believes that the scheme is also a "footfall driver" to Northern Ireland.
Speaking on the Joe Finnegan Show this morning, Mr. McCaughey explained that he can no longer sell multi-packs in store anymore, due to taxes.
He said that it has "killed the sales of multi-packs" and that mineral sales are down.
Mr. McCaughey said believes that despite the scheme, litter is still a "serious problem".
He said: "If you look at the sides of the road in Roscommon, Longford, Monaghan, the amount of bottles along the road is colossal, and its not good.
"I do a bit of litter picking with my kids myself. We were out two weeks ago, and the message isn't getting across.
"It was all the 15 cent DRS cans, energy drink, all in the hedge rows. So its a serious problem," Mr. McCaughey added.
