Mr O'Farrell who was 23, died after a hit an run incident while out cycling his bike

Sinn Fein's Matt Carthy has called for an independent public inquiry into  the death of Monaghan man Shane O'Farrell in August 2011.

Mr O'Farrell who was 23, died after a hit an run incident by a man who was on bail and had 42 previous convictions, while he was out cycling his bike.

Deputy Carthy told the Wider View today that State agencies have "delayed" the O'Farrell family's access to justice for their son.

He also highlighted how a GSOC investigation resulted in three gardai facing minor disciplinary procedures over the way in which they handled the case, and that as recently as last week, two of those gardai had the findings against them dropped by the High Court.

The move, Deputy Carthy added, further illustrates the need for such an inquiry.
