The Justice Minister says the prosecution of Kneecap in a British court couldn't be brought in Ireland under new anti-terrorism laws.
Sinn Féin has described the proposal as authoritarian, saying an element of the bill would prosecute people who distribute messages which could reasonably be considered to be inciting terrorism.
Cavan/Monaghan TD Matt Carthy has described it as a Kneecap clause in the legislation, and an attack on freedom of expression.
Justice Minister Jim O'Callaghan says the proposals are not similar to the legislation in the UK.
"There was some concern I think expressed that the enactment of this provision could result in a prosecution similar to the prosecution that at present is taking place in England in respect of the band Kneecap. That's something that will not happen here"
