It refers to the barriers faced by people in accessing the internet and engaging online for essential services, due to a lack of digital literacy, competence, or broadband coverage.
Cavan-Monaghan TD Brendan Smith raised the issue at a meeting of the Committee on Public Petitions with Ombudsman, expressing his concerns about the challenges being experienced in communicating with government departments and public utility companies.
He says the increased use of e-mails and other forms of electronic correspondence is putting people who lack digital skills at a disadvantage to accessing services.
