Minister Niamh Smyth was speaking from the Fianna Fail Think In taking place in Cork.
When asked about social welfare payments like jobseeker's allowance and pensions, Smyth said she knows the government is very conscious of the cost of living.
She said while she is not privy to budgetary discussions, she knows the government is mindful of the hospitality sector and believes it wants to be in a position to help that particular industry.
Speaking on the Joe Finnegan show this morning, Minister Smyth outlined her thoughts.
