The mother of a victim of a hit-in-run in Co Monaghan has addressed a Joint Oireachtas Committee on Justice, Home Affairs and Migration on bail reform this afternoon.
Shane O'Farrell was a 23 year old law graduate, who passed away after being knocked down while cycling outside Carrickmacross in August of 2011, by a man who was a repeat offender on bail.
The driver of the car Zigimantas Gridziuska should have been in custody at the time of the killing.
The Minister for Justice Jim O'Callaghan issued a public apology to the O'Farrell family in the Dáil last year after years of campaigning for information surrounding the death of the young Co Monaghan man.
Speaking in the Dail this afternoon, Shane's mother Lucia remembered Shane as a beautiful soul, exceptionally kind and good, adding that he was witty, he loved life, nature, music and rugby.
Addressing the Committee she urged the Government to strengthen enforcement of bail conditions, supporting the 15 recommendations made by Lorcan Staines.
