Only 12 assessment of needs reports were completed in Cavan and Monaghan so far this year.
Figures released by Minister Norma Foley through a parliamentary question also revealed no service statements were completed across the two counties in Quarter One of this year.
Last week, data obtained by local TD Cathy Bennett showed Cavan and Monaghan had 578 overdue applications for an Assessment of Need at the end of March.
