Baby wipes, formula, and nappies were not given to families with children at a Monaghan IPAS centre according to a new report.
The inspection carried out by HIQA in February did note however that St Patrick's Accommodation Centre had improved since the last inspection. St Patrick’s Accommodation Centre is located on an 18-acre site, formerly agricultural land, on the outskirts of Monaghan town. The centre had a recorded capacity of 390 people, but at the time of inspection, it accommodated 354 residents, 167 of which were children. The centre provides accommodation to families, single males and females. The premises are privately owned, and Tattonward Limited provide the service on a contractual basis.
This inspection was the third inspection carried out on the sight the Overall inspectors found that the residents of St Patrick’s Accommodation Centre were receiving good quality support from the staff team and service provider. The operators had carried out renovations to improve the centre, including a children's study hub, a children's sensory room, and a homework club had been introduced. While all bedrooms were appropriately furnished, there were situations where children over the age of 10 shared bedrooms with their parents or siblings of a different gender. Inspectors say this does not promote dignity and privacy They also received mixed feedback from residents about their experience in the centre. All the residents engaged with reported feeling safe in the centre, and some emphasised that it was particularly a safe place for children.
While many residents reported that staff were respectful and attentive to their concerns and needs, some residents felt otherwise, noting lack of effective responses to some of their issues. A non-compliance was noted in the area of hygiene. It was found that residents were not provided with baby formula, wipes, and nappies as per national standards. It was also discovered that residents only received one set of towels and bed linen.
In response to the report, Tattonward say they will increase the amount of non-food items available so all residents have access to them, and the weekly allowance will be reviewed and increased if necessary.
