Monaghan County Council continued to deliver its statutory Dog Control Service throughout 2025, encompassing licensing, enforcement, pound operations and public safety functions.
While service delivery standards were maintained, the data highlights ongoing financial and operational pressures.
Income and Expenditure in 2025 was €157,499, derived mainly from dog licences, pound fees, and fines.
Total expenditure amounted to €291,041, resulting in an operating deficit of €133,542.
Staffing pound operations, and veterinary costs remain the principal expenditure areas, demonstrating that
current income streams are insufficient to fully fund statutory obligations.
A total of 5,689 dog licences were issued during the year, with 1,737 purchased online, reflecting steady uptake of digital services.
Licence volumes remained broadly stable; however, licence income alone does not offset overall service costs.
