€454M capital investment programme planned by Monaghan Council

The programme includes 127 projects aimed at achieving balanced investment across all three Municipal Districts in Monaghan.

Monaghan County Council has published its ambitious Capital Investment Programme for 2025 to 2027. The programme sets out an investment of €454 million, over the next three years, to support continued physical, economic and social development across the county, and represents an increase of 22% in spend compared to the Council's previous 3-year capital programme.

The programme includes 127 projects aimed at achieving balanced investment across all three Municipal Districts in Monaghan, Ballybay-Clones and Castleblayney-Carrickmacross. Monaghan County Council said they are already delivering on the programme with 26 projects, with a value of €75 million, either under construction or at an advanced stage in the tendering process.

Housing projects account for 53% of the programme spend, representing a €241 million investment over the lifetime of the programme. Over the course of the next three years, we plan to provide a minimum of 350 new social and affordable homes, building on our excellent record on housing delivery, with 120 new homes provided in 2024.

Transportation infrastructure projects of a value of almost €71m will be delivered over the next three years. The investment includes safety improvements for National Road, Regional and Local Roads and a range of active travel schemes within the county, including the continuing development of the Ulster Canal Greenway, a number of important walking and cycling bridges in Monaghan town and enhanced active travel connectivity in Clones.

The capital programme also focuses on regeneration and public realm enhancement, providing for the delivery of projects such as the Council's proposed new Civic Offices, Dublin Street Regeneration in Monaghan town, Castleblayney Market Square Regeneration, Carrickmacross Workhouse Campus development, Newbliss Digital and Enterprise Hub, Ballybay's new Fire Station and the development of a new library and civic space at the old Market House in Ballybay.]
