More than 200 people were on the list in Cavan-Monaghan for access to a home carer last December.
It's resulted in a "waiting list lottery" for Home Care Support, according to the report by Home and Community Care Ireland.
Nationwide, the longest waiting list was in Wexford, where more than 870 people were waiting.

In contrast, there was no waiting list in Dublin South-East, Dublin North-Central and Dublin North-West.
