6,250 Government payouts locally following Storm Éowyn

In Cavan, 7,109 claims registered with 4,252 of them claims being awarded.

Over 6,250 payouts surrounding the Humanitarian Assistance Scheme has been made to date across Cavan and Monaghan.

The payments have been made following the aftermath of Storm Éowyn on January 24th of this year.

The purpose of the Humanitarian Assistance Scheme is to provide financial support to people whose homes are damaged and who are not able to meet costs for essential needs, household items and, in some instances, structural repair. The Humanitarian Assistance Scheme is operated in 3 stages. The majority of payments made to people to date as a result of Storm Éowyn have been Stage 1, to meet the additional cost of feeding their families in the immediate aftermath of the storm where people remained without power and/or water.

The scheme does not provide a general compensation payment for damage or losses incurred as a consequence of a weather event.

As of 1st July 2025, 95,607 claims for the Humanitarian Assistance Scheme have been registered and 57,848 claims have been awarded, with over €14.3 million being paid in respect of Storm Éowyn related claims.

The total number of claims registered include 3,300 applications for Stages 2 and 3. A total of 103 claims have been awarded in respect of Stage 2 and 3 applications with just under €175,000 being paid in respect of these. In Cavan, 7,109 claims registered with 4,252 of them claims being awarded. While in Monaghan 3,744 claims were registered and 2,007 of them were successful under the scheme.

At the height of the storm, 768,000 homes, businesses and farms across Ireland were left without power as a result of the storm on 24 January.

RTE News reported today that almost 60% of the awards were for residents in counties Galway, Mayo and Roscommon, according to briefing documents released to RTÉ's Morning Ireland under the Freedom of Information Act. There were 18,756 awards to homeowners in Galway totalling over €4.7m - the most of any county in Ireland.

The State awarded 10,127 payments worth over €2.3m to people in Mayo, and 5,808 awards totalling just under €1.6m in Roscommon. Leitrim is the county with the highest average award at €301.52 - 3,076 applications were awarded a combined €927,464.
