A new bill which - if enacted - seeks to link rent to peoples income and ability to pay is to be debated in the Dáil today.
The People Before Profit proposal would see a National Rent Authority established which would reduce rents in Ireland to affordable levels.
The plan has been condemned by the Taoiseach Micheál Martin as unworkable.
He said there would be a flood of landlords out of the rental market.
