The IFA wants the Agriculture Minister to immediately move to have BTV 3 vaccines licensed and available for use.
It's due to the outbreak of Bluetongue disease in two cows north of the border near Bangor in County Down.
A 20 kilometre temporary control zone has been brought in due to the disease which is spread by infected biting midges.
It doesn't pose a risk to human health, but can be devastating to herds.
Irish Farmers Association President Francie Gorman says farmers need vaccines.
He said: "We have highlighted this issue over the past year.
"One of our key asks of the Minister, is that he makes a vaccine available to all farmers to fight this disease.
"My understanding, is that that has not been done," Mr. Gorman added.
