Planning permission has been approved for a new homeless and emergency accommodation centre in Monaghan.
The application that was lodged by Ferann River Accommodations on behalf of Monaghan County Council in April of this year has been given the go-ahead.
The new centre will be located in a house at Latlorcan in Monaghan Town on the R937. The approval from Monaghan County Council will allow for change of use of the existing dwelling to offer homeless and emergency accommodation and all ancillary and associated works.
Expressions of interest for accommodation providers to provide this service were opened last year. The green light was given with 8 conditions attached for the application despite a number of submissions from locals against having such a centre on the outskirts of the town.
One submission against the development was a wheelchair user who lives in the area and who said he experiences feelings of loneliness and isolation at times, and when he has difficulties accessing social activities or community events, this worries him.
He said having a homeless shelter beside him could possibly present a number of challenges for him, namely safety concerns for his personal safety, the lack of his friends and his carers visiting his home due to the homeless shelter being located beside him. This submission relates to someone who has lived in the area for over 50 years, he also is afraid of accessibility issues and noise and disturbance due to this approved application.
Another submission against the application said while we understand the importance of providing support and shelter for vulnerable population, we have several concerns regarding this specific location. The submission highlighted the proposed site is situated in a predominately residential area, and they fear that the introduction of such accommodation could lead to increased disturbances for local residents.
Another reason that was stated was that there is a massive concern about potential anti-social behaviour leading to conflicts between different groups which could impact the safety and well-being of families living nearby.
The proximity to 2 secondary schools and a creche nearby raises worries and concerns about the environment in which children are growing up.
The submission also highlighted issues such as parking, traffic congestion on a main road and the strain of local services are significant concerns that need to be addressed before any planning is approved.
Strain on Garda, Emergency & Healthcare Services, the impact on St Macartans Cathedral & the Town's Heritage and the introduction of an emergency shelter directly opposite the cathedral risks unintended disruptions to these solemn events, particularly if individuals are congregating outside or engaging in anti-social behaviour.
One other submission said more suitable locations must be considered, adding that homelessness services are essential but should be placed where they minimise disruption. Alternative sites, further from schools, residential areas, and landmarks of the towns' culture and heritage, should be explored. The added that the introduction of an emergency shelter directly opposite the cathedral risks unintended disruptions to these solemn events, particularly if individuals are congregating outside or engaging in anti-social behaviour. Moreover, any visible social issues in the area could negatively impact Monaghan's image, deterring visitors and affecting tourism. This could have knock-on effects on local businesses and the town s reputation as a welcoming place.
