There were 49 vacant places in special classes in schools across Co Monaghan in September.
37 vacancies were recorded in primary schools and 12 in post-primary schools.
Cllr Bronagh McAree believes the figures published by the NCSE are trying to convey that there is more than an adequate number of school places for children with additional needs which is not the case.
Cllr Bronagh McAree described the figures as "disappointing," adding that "availability is great, but the main concern is accessibility."
Cllr McAree also believes this report reveals a widening gap between official figures and the lived reality of families seeking appropriate education for their children.
Speaking to Northern Sound, the Sinn Fein representative says there is a whole ream of barriers that are put in place for parents and children who are accessing school places.
She says: "Until the department of education and NCSE are willing to publish transparent, detailed information about operational places and until they address the barriers that stop children from taking up these places, the system will continue to deny children their right to an education."
