Cavan and Monaghan County Councils didn't issue a demand for the vacant site levy in 2019.
There were among 17 local authorities not to do so.
Of the more than €13.2 million demanded by councils across Ireland, just over €1.1 million was collected.
The Vacant Site Levy is a charge put on lands that could be used for housing, but are not being put forward for development.
It's intended that this would encourage works and reduce land hoarding.
The levy is collected in arrears, so the most up to date information available is on demands issued in 2019 and collected in 2020.
17 councils, including Cavan and Monaghan didn't issue a demand, so had no levy to collect.
Longford County Council issued demands worth €6,750, but didn't have any associated income.
Of the six councils to collect the levy, Roscommon had the smallest amount.
Demands worth €277,000 were ordered, with just €16,450 collected.
A new Zoned Land Tax was announced in Budget 2022, and will be introduced in 2023.
