The UK is expected to outline proposals to remove checks on British goods destined for Northern Ireland later.
It is one part of the UK government's plan to re-write the Northern Ireland protocol if talks with the EU fail to progress.
Foreign Secretary Liz Truss will also introduce legislation to parliament that would remove the European Court of Justice jurisdiction over Northern Ireland.
Columnist with the Belfast Telegraph, Allison Morris, believes it is a tactical move by the British Prime Minister, Boris Johnson.
"In some ways he hopes it will help the DUP get over the line enough that they will go back into the executive," she added.
"In other ways it keeps the rebel backbench MPs quiet.
"And therefore they don't threaten his future and his leadership."
