Stringent testing could lead to higher fail rates in some NCT centres.

Of the 15,400 tested in Cavan, only 41 per cent passed first time, the lowest pass rate in the country.

In Co Monaghan, 46 per cent of the 14,100 cars tested last year passed first time.

Nationwide, a third of centres have more cars fail than pass on their first go.
