Minister Eamon Ryan has announced that small rural communities of fewer than 500 people will be exempt from the ban on the sale and supply of turf.
But the move doesn't go far enough according to Sinn Fein.
The party is planning to proceed with its motion on the ban in the Dail this week despite these latest developments.
Speaking on the Joe Finnegan Show, Deputy Matt Carthy said there are a number of issues with fuel and the rising cost of fuel in Ireland that must be addressed.
He added that focusing on the "turf issue" at this time was "insulting" to rural communities.
"Two thirds of people outside of Dublin, by in large, rely on home heating oil," Deputy Carthy continued.
"That isn't the same in Eamon Ryan's constituency; that isn't the same in the larger urban centres.
And so it is possibly why the Government has done nothing to alay the cost of home heating oil.
"And, it has increased by a staggering 127%."
