Sources in Government say a new package of supports is likely to be agreed in the coming hours after days of talks with groups representing hauliers, farmers and other interest groups hit by fuel price increases.
Transport Minister Darragh O'Brien is believed to have industry backing for a fuel payment scheme that will see direct payments to companies impacted.
While separate measures are being finalised in the Department of Agriculture for the farming sector.
It's unclear this morning whether any further cuts to fuel taxes have been given the go ahead - but this package is unlikely to benefit the wider public, just the industries represented in talks.
Also unclear is whether this package will be acceptable to protesters who are not around the negotiating table, and whether the likes of the IFA and Road Haulage Association will be able to convince those manning the barricades to end their action.
The Government has been clear the money won't start flowing until the blockades are lifted - and we could see further Garda action today after they restored access to Whitegate refinery yesterday.
The supports package is being worked on this morning and all going to plan, will go before coalition leaders and then the wider Cabinet this afternoon.
