The latest survey from business group Irish Business Against Litter (IBAL) reveals Monaghan has retained its top five spot in the ranking of 40 towns and cities across Ireland.
The town is in 5th spot, ahead of Cavan, also deemed clean, in 19th position.
The An Taisce report for Monaghan stated: "Another excellent result for Monaghan, one of its best ever and considerably better than just a few short years ago.
There were eight top ranking sites, one of the highest in the country. These included Monaghan Leisure Complex, Peter's Lake and Park (and adjoining Recycle Facility).
Monaghan County Museum / Library / Council offices was an exceptionally freshly presented and maintained environment with all aspects in very good order and a complete absence of litter throughout. The only heavily littered site was at Monaghan Business Park."
The An Taisce report for Cavan stated: "There were no heavily littered sites in Cavan. While the town may not have had as many top-ranking sites as in previous IBAL surveys, the remainder either just missed the top grade or were moderately littered.
The residential area of Ardkeen had been heavily littered in previous IBAL surveys - this time around there was a notable improvement, albeit still a litter presence. Top ranking sites included Cavan Shopping Centre, Deposit Return Scheme at Tesco and Cavan Council Offices / Library environs - the latter was particularly freshly presented and maintained with some lovely features."
