Cavan and Monaghan are seen as key towns to help grow the border and western region.
The Northern and Western Regional Assembly has launched a plan to see the area compete economically with Dublin.
Galway will become a Metropolitan Area, while Sligo, Letterkenny and Athlone will be Regional Growth Centres.
The assembly has identified smaller towns such as Cavan and Monaghan as “key towns” which will be targeted for economic growth and regeneration.
The proposals in the overall plan include remote working, affordable housing and a better work-life balance to make the region more attractive to live in.
